Malcolm Yancey was a Civil Engineer that started with the State Road Department in 1919 as an Inspector. He earned his BS in Civil Engineering while attending the University of Florida, and he rose through the ranks to District Engineer. Then he served 12 years as City Manager of Tallahassee, before returning to the State Road Department as Engineer Right-of-Way. He retired with 48 (forty eight) years of public service. Mr. Malcolm Yancey was very active in the American Right-of-Way Association, as well as, the Florida Utility Coordinating Committee. He was one of the men responsible for the close cooperation between the utilities and the Department of Transportation that exists today.
The by-laws of the Florida Utilities Coordinating Committee authorizes this award and states this is the most prestigious award presented by the Florida Utilities Coordinating Committee, and is subject to the following:
